US: USCG Crew Identification Proposals
Owners, operators and masters are advised of USCG proposals to require crewmembers on foreign commercial vessels, and crewmembers on US commercial vessels arriving from foreign ports to present on demand an acceptable form of identification when in US navigable waters.
Acceptable forms of identification would include;

Passport
-
US Permanent Resident Card

US merchant mariner’s document
-
US Transportation Worker Identification Credential (TWIC)

Seafarer’s Identification Document (SID) issued in accordance with International Labour Organization (ILO) Seafarers’ Identification Documents Convention (Revised), 2003 (ILO 185)
Documents could be held by the master and vessel operators would be required to ensure compliance.
Violations may result in civil penalties for the mariner and vessel operator, with the possibility of control measures being taken against the vessel.
Requirements would be enforced irrespective of whether crew members intended to stay on board while the vessel was in port or not.
