Customs fine for non-declaration of lube oil
Local correspondents in Dakar have recently reported further customs fines being imposed by Senegalese Customs Authority for discrepancies in ship reported figures.
The latest incident involved a substantial fine being imposed for failure to declare a quantity of main engine lube oil in the sump tank. In Senegal the Master has a legal obligation to declare all products onboard without exception and the non declaration of the lube oil in the sump tank constitutes a violation of the law.
The Customs Authorities are imposing very strict penalties, as allowed under the Customs Code, for any discrepancies in submitted declarations. These penalties can be up to four times the market value of the non declared consumables.
Members are advised to check the latest situation with their agents prior to arrival and should ensure that the required custom’s declarations for all consumables are accurately completed and are available for presentation to the authorities prior to berthing.

Increase in Customs fines in Senegal

The Customs Authorities are imposing very strict penalties, as allowed under the Customs Code, for any discrepancies in submitted declarations. These penalties can be up to four times the market value of the non declared consumables.
Eltvedt & O’Sullivan have also reported fines levied against a vessel for an error in the declared cargo manifest, therefore any amendments to cargo manifests must be properly completed and declared.
Members should ensure that the required custom’s declarations for all consumables are accurately completed and are available for presentation to the authorities prior to berthing.

Senegal – Dakar – Customs Fines for Misdeclaration of Ship’s Bunker
Members should be aware that there have been incidents recently in Dakar involving vessels being heavily fined for minor customs infringements.
The fines arise where the Chief Engineer’s ROB figures are not ready for presentation to the Customs Authorities on arrival. Even though the figures were presented to the Customs Authorities some time later a fine was still imposed.
Members with vessels calling at Dakar should ensure that Bunker ROB figures are accurately completed and ready for inspection by Customs Authorities immediately upon arrival.
