IMO Publishes New Guide on The 2010 HNS Convention
The IMO has published a new guide: ‘THE HNS CONVENTION – WHY IT IS NEEDED’. The guide provides a simple introduction to the carriage by sea of HNS cargoes (hazardous and noxious substances) and puts forward the benefits of the convention.
The current HNS Convention (International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea) was adopted in 2010. This 2010 HNS Convention has not yet entered into force as it has not been ratified by enough states.
The 2010 HNS Convention follows the principle of the other international pollution liability regimes where the ‘polluter pays’. The aim is to ensure that the shipping and HNS industries provide compensation for those who have suffered loss or damage resulting from an HNS incident.
