Early Implementation of Draft Amendments to the IMSBC Code
The Club has issued a circular on the early implementation by Australia and Brazil, of the recent changes to the IMSBC Code relating to the new iron ore fines and amended iron ore cargoes schedules.
This circular explains the criteria determining the classification of the cargo for the purposes of the IMSBC Code and the subsequent certification and declaration requirements of the shipper.

At the September 2013 session of the International Maritime Organization (IMO) Dangerous Goods, Solid Bulk Cargoes and Containers Sub-Committee (DSC), a new draft schedule for iron ore fines, iron ore and a modified Proctor/Fagerberg test procedure for iron ore fines was agreed. These are expected to be adopted as part of amendment 03-15 of the IMSBC Code. As these amendments will not enter into force until 1 January 2017, SOLAS contracting Governments have been invited by the DSC to implement the draft iron ore fines schedule on a voluntary basis as soon as possible.
The Australian Maritime Safety Authority (AMSA) have issued an exemption certificate stating that iron ore fines must be carried and tested in accordance with the draft IMSBC Code schedule. A copy of this exemption, which enters force on 1 January 2014, can be read here.
