Angola: STS and Bunkering - Angolan Registered Companies Only

Local sources have advised that Ship-to-Ship transfers (STS) and bunkering operations within the countries Exclusive Economic Zone (EEZ) (200nm off the Angolan coast) can now only be carried out by an Angolan registered company, effective from 4th May 2017.
Angolan registered companies are still required to possess a valid license issued by the Oil Ministry of Angola.
Failure to comply with the Angolan authorities requirements may result in the ship owner being heavily fined. Fines of US$80,000 – US$475,000 are possible. Vessels may also be subject to arrest and delays.
Members should ensure that bunker supply and STS vessels have an appropriate license in place before committing to STS or bunkering operations in Angola.
If there is any uncertainty as to the limits of the territorial sea, contiguous zone, EEZ and the regulations that are enforced within each, guidance should be sought from port agents and/or local P&I correspondents.

15 April 2015 – Angola: Fines, Ship Arrest and Delays for Carrying out Non-approved Ship to Ship (STS) Operations in Angolan Waters
Local sources have advised that all vessels that intend to engage in Ship to Ship (STS) operations within the country’s Exclusive Economic Zone (EEZ) 200 nm of the Angolan coast are required to first submit an application to the authorities prior to the commencement of any cargo operations.
The application should include the following pieces of information:
- Name and IMO Number of the vessels engaged in the STS operation.
- The place and estimated date of the STS operation.
- Product name and quantity to be transferred during the operation.
STS operations can only commence once the Angolan authorities has sent confirmation and upon completion of the operation, the vessel/Master must submit a statement of facts before the vessel is permitted to sail. Failure to comply with the requirements of the Angolan authorities may result in heavy fines, ship arrest and delays.
Members should ensure that they are fully aware of the current regulations before committing to STS operations in West Africa.
